Bobi Wine in Hiding as Tensions Escalate with Ugandan Military and President’s Son

Bobi Wine, Uganda’s most prominent opposition leader, remains in hiding nearly three weeks after a contentious election in which he alleged widespread fraud. His location has been unknown since January 16, when he fled a night raid on his home, carried out by police and military forces, leaving his family behind. The raid marked the latest escalation in a long-running conflict between Wine, whose real name is Robert Kyagulanyi Ssentamu, and the government of President Yoweri Museveni, now in its fourth decade of rule.

Wine, who had positioned himself as the main challenger to President Museveni in the election, fled his residence after the raid, reportedly managing to escape the clutches of his would-be captors. In a social media post shortly after the incident, Wine confirmed his escape, expressing his fear of being hunted down by security forces: “I know that these criminals are looking for me everywhere, and I am trying my best to keep safe,” he wrote.

Despite the official election results declaring Museveni the victor, which Wine has adamantly disputed, the post-election period has been marked by increased repression and attacks on opposition supporters, particularly those aligned with Wine’s party, the National Unity Platform (NUP). Many of Wine’s supporters have been arrested, with some subjected to violent crackdowns.

While in hiding, Wine has continued to engage with the public through social media, primarily to challenge the legitimacy of the election and the government’s actions. One of his main targets in this war of words has been Muhoozi Kainerugaba, the son of President Museveni and the current chief of Uganda’s military forces. Kainerugaba, a notorious social media provocateur, has been involved in multiple inflammatory exchanges with Wine, which have only intensified the already volatile situation.

Wine’s most recent social media post was a direct taunt aimed at Kainerugaba, challenging the military chief to find him: “A rebel without a gun, hiding in plain sight, and yet you can’t find me because I’m concealed by the people. Catch me if you can!” he wrote, further escalating the rhetoric between the two men.

Kainerugaba, who has often been touted as the potential heir to Uganda’s presidency, responded with threats. In a now-deleted post, Kainerugaba declared that Wine was “wanted dead or alive,” and boasted about the military’s actions. “We have killed 22 NUP terrorists since last week,” Kainerugaba stated, continuing with the grim declaration: “I’m praying the 23rd is Kabobi [Bobi Wine].”

For many, Kainerugaba’s increasingly hostile posts against the opposition leader represent not only a personal vendetta but also a larger signal of the government’s growing intolerance for dissent.

The threats made by Kainerugaba are not merely online provocations. According to Wine’s wife, Barbara Kyagulanyi, the situation escalated to physical violence when armed men entered their home on January 24 and assaulted her while attempting to locate her husband. Wine, who had been away, expressed his outrage at the assault on his wife, which he deemed a violation of basic human rights. The attack was part of a broader pattern of harassment directed at the opposition leader’s family.

Kainerugaba’s dismissive response to the assault, where he denied any wrongdoing and belittled the severity of the event, further inflamed tensions. “First of all, we do not beat up women. They are not worth our time. We are looking for her cowardly husband, not her,” he wrote in a post that downplayed the incident. A few days later, Kainerugaba shared a photo of Barbara, sitting on the floor while an armed man stood over her, claiming that this was when she was “captured” by soldiers.

As the situation has unfolded, Wine’s lawyers and human rights organizations have raised alarms about the escalating threats against him. Robert Amsterdam, an attorney representing Wine, has expressed serious concern about the military chief’s rhetoric. He stated that Kainerugaba’s online threats materially elevate the risk of harm to Wine and called for international intervention to ensure the opposition leader’s safety.

“It is not hyperbolic to state that his arrest or detention now carries a real and credible risk of death or grievous bodily harm,” Amsterdam said in a statement. The threats from Kainerugaba, coupled with the widespread abuses of power under the regime, have created an environment in which the safety of opposition figures like Wine is increasingly at risk.

The growing tensions between Wine and Kainerugaba, alongside the government’s crackdown on dissent, reflect a broader struggle for power in Uganda. President Museveni, who has ruled the country for over 35 years, faces increasing opposition from younger generations who are frustrated by the lack of political change and economic opportunities. Wine’s popularity, particularly among urban youth, has made him a prominent figure in this movement, challenging the president’s long-held grip on power.

The situation has drawn international attention, with human rights organizations and foreign governments expressing concern over the ongoing political repression in Uganda. Some observers have questioned the role of foreign embassies, with Kainerugaba making unsubstantiated claims that the U.S. embassy had aided Wine in his disappearance. On Friday, Kainerugaba accused U.S. officials in Kampala of helping Wine “kidnap himself,” suggesting that the opposition leader had coordinated his escape with the embassy. However, Kainerugaba later backtracked and apologized, claiming he had been misinformed.

Ugandan officials, including the Prime Minister Robinah Nabbanja, have continued to downplay the situation, asserting that Wine is not wanted by the state. Nonetheless, the government’s refusal to engage with the allegations of political persecution only adds to the growing sense of disillusionment among the opposition and international observers.

The Military’s Role and International Pressure

In response to the mounting international criticism, Colonel Chris Magezi, the acting spokesperson for the Uganda People’s Defence Forces (UPDF), dismissed the reports surrounding Wine’s disappearance. He stated that the military was not interested in pursuing Wine and that the UPDF had more important matters to attend to. However, political analysts and observers are concerned that Kainerugaba’s aggressive stance and threats should not be dismissed lightly, as they often translate into real-world actions.

Timothy Kalyegira, a political analyst, has noted that Kainerugaba’s words should be taken seriously, as the military chief’s statements have often been followed by actions. The escalation of rhetoric from Kainerugaba, combined with the actions taken against Wine’s supporters, underscores the increasing risks for political opposition in Uganda.

As the situation unfolds, there is a growing call for international human rights organizations and foreign governments to intervene and demand guarantees for Wine’s safety. The continued political persecution in Uganda not only poses a threat to democratic freedoms but also risks further destabilizing the region.
