SADC Troops to Exit Eastern DR Congo via Rwanda After Rift with M23


KIGALI – The SADC withdrawal from eastern DR Congo is now underway after a dramatic breakdown in relations between SADC troops and the M23-led Alliance of Congolese Forces (AFC/M23). The Southern African Development Community (SADC) forces, deployed under the Samidrc mission, will exit the conflict zone through Rwanda after rebel leaders ordered them to leave.

The rift widened last week when AFC/M23 accused the Samidrc troops of siding with pro-Kinshasa forces during clashes near Goma. Rebel commanders claimed the regional force had engaged in combat, undermining its status as a neutral party in the conflict.

Tensions flared further on Friday night. During an overnight standoff in Mubambiro, Samidrc reportedly launched a surveillance drone. The AFC/M23 viewed this as a hostile act and immediately revoked an earlier agreement that would have allowed SADC troops to leave peacefully via Goma airport once runway renovations finished.

In response to the rising hostility, Rwanda stepped in to offer an alternative route. Officials in Kigali confirmed they will facilitate a “safe and respectful” land exit for the regional force. A senior Rwandan official told The New Times that this arrangement fits within an Africa-led strategy for peace and stability. “This is a welcome development that aligns with African solutions to African problems,” the report stated.

The withdrawal—expected to include military equipment—is likely to proceed quietly, avoiding media attention and minimizing the risk of renewed clashes. Sources suggest the timeline remains fluid, but ground preparations have already started.

AFC/M23, which took control of Goma nearly three months ago, has long questioned the neutrality of the Samidrc force. Rebel leaders now consider the SADC’s exit a strategic victory and a turning point in the battle for control of eastern DR Congo.

With the regional balance shifting and political dialogue gaining traction, the SADC withdrawal from eastern DR Congo could reshape both the security landscape and diplomatic efforts in the months ahead.
