Kampala | May 17, 2025 – Artificial intelligence (AI) has the potential to transform Uganda’s development trajectory, but only if embraced with inclusive strategies, according to the 2025 Human Development Report (HDR) launched by the United Nations Development Programme (UNDP) in partnership with Kyambogo University and the Government of Uganda.
The report, titled “A Matter of Choice: People and Possibilities in the Age of AI,” warns of a global development slowdown and calls for urgent, forward-looking decisions to ensure technological progress enhances human well-being.
“Human development is not predetermined – it is a matter of choice,” said UNDP Resident Representative Ms. Nwanne Vwede-Obahor during the national launch event at Kyambogo University. “Let us join forces to shape an inclusive, digital, and AI-powered future that leaves no Ugandan behind.”
Uganda’s Development Progress and Persistent Gaps
Uganda’s Human Development Index (HDI) stands at 0.582, placing it in the medium human development category and ranking 157 out of 193 countries. Since 1990, Uganda’s HDI has grown by 70.2%, driven by:
- 20.7 years increase in life expectancy
- 5.8 years rise in expected years of schooling
- 158% boost in gross national income (GNI) per capita
However, the inequality-adjusted HDI falls to 0.400, reflecting a 31.3% loss due to disparities in health, education, and income — higher than the Sub-Saharan average.
AI’s Role in Uganda’s Development: A Strategic Imperative
The report stresses that AI can be a game-changer, but only with the right policies. Without strategic choices, it warns, AI may exacerbate inequality.
Key recommendations for Uganda include:
- Building a complementarity economy: Use AI to enhance human work, not replace it.
- Driving inclusive innovation: Embed equity in AI development, ensuring technologies reflect Uganda’s cultural and linguistic diversity.
- Investing in human capability: Strengthen education, digital literacy, and equitable access to AI tools.
With a youthful, tech-savvy population and the strategic foundation laid by the upcoming Fourth National Development Plan (NDP IV), Uganda is well-placed to lead inclusive AI adoption.
Addressing Gender and Environmental Gaps
Uganda’s Gender Development Index (GDI) stands at 0.908, reflecting continued gaps:
- Female HDI: 0.556
- Male HDI: 0.612
The Gender Inequality Index (GII) ranks Uganda 141 out of 172 countries, citing disparities in education, labor force participation, and political leadership.
Environmentally, Uganda’s Planetary Pressures–Adjusted HDI is 0.569, showing only a 2.2% reduction — a signal that Uganda places relatively low pressure on the environment, opening pathways for sustainable AI-driven development.
